Authorship Criteria

Jurnal Pemerintahan dan Politik is committed to ensuring fair attribution of authorship, transparency in scholarly contributions, and accountability for published research. This policy is guided by the principles of publication ethics promoted by the Committee on Publication Ethics (COPE) and internationally recognized recommendations on authorship and contributorship.

1. Criteria for Authorship

Authorship must reflect substantial intellectual contributions to the research and responsibility for its scholarly content. To qualify as an author, an individual must meet all four of the following criteria:

  1. Substantial scholarly contribution: Make a substantial contribution to the conception or design of the research, or to the acquisition, analysis, or interpretation of data, evidence, or other scholarly materials.

  2. Intellectual contribution to the manuscript: Participate in drafting the manuscript or critically reviewing it for important intellectual content.

  3. Final approval: Approve the final version of the manuscript to be published.

  4. Accountability: Agree to be accountable for all aspects of the work and to ensure that questions concerning the accuracy or integrity of any part of the research are appropriately investigated and resolved.

All individuals who meet these criteria should be identified as authors. Individuals who have made substantial scholarly contributions must be given an appropriate opportunity to participate in manuscript preparation, critical review, and final approval. Authorship criteria must not be used to exclude eligible contributors by denying them the opportunity to fulfill the relevant requirements.

2. Contributions That Do Not Independently Qualify for Authorship

The following contributions do not, on their own, justify authorship:

  • Obtaining research funding or providing financial support.

  • Holding a senior academic, administrative, or institutional position.

  • Providing general supervision, administrative assistance, or access to research facilities.

  • Collecting data or conducting routine technical tasks without a substantial intellectual contribution to the research.

  • Providing language editing, proofreading, formatting, or other editorial assistance without substantive intellectual involvement.

Individuals whose contributions do not meet all the authorship criteria should not be listed as authors solely on the basis of those contributions. They may instead be acknowledged in the manuscript, with their consent and an appropriate description of their contributions.

3. Author Responsibilities

All authors are responsible for ensuring that the submitted manuscript accurately represents the research conducted and that its findings are reported honestly and transparently. Authors must:

  • Agree on the authorship list and the order in which authors are presented before submission.

  • Ensure that all listed authors meet the journal's authorship criteria and that all eligible contributors have been appropriately considered.

  • Approve the final manuscript and authorize its submission to the journal.

  • Agree to be accountable for their contributions and cooperate in addressing concerns about the accuracy or integrity of the research.

  • Disclose relevant conflicts of interest, funding sources, and other information required by the journal.

  • Cooperate with the journal in addressing concerns about authorship, research integrity, or publication ethics.

The corresponding author is responsible for coordinating communication with the editorial office, confirming that all authors have approved the submitted manuscript, and ensuring that the required declarations and author information are complete. The corresponding author must also be able to communicate with co-authors regarding editorial queries and concerns about the manuscript.

4. Authorship Transparency

The journal does not require a separate author contribution statement in the published article. However, the editorial team may request clarification or supporting information regarding individual contributions when necessary to assess authorship eligibility or address concerns about publication ethics.

The absence of a published author contribution statement does not exempt authors from meeting all the journal's authorship criteria or from fulfilling their responsibilities under this policy.

5. Changes to Authorship

Any request to add, remove, or reorder authors after initial submission must be supported by a written explanation and the written agreement of all listed authors and any individual proposed to be added or removed, as applicable.

The journal reserves the right to suspend editorial processing while the request is assessed. Changes will be considered only when the request is adequately justified and the required agreements have been obtained.

Requests for changes after acceptance or publication will be evaluated in accordance with the journal's publication ethics procedures and relevant COPE guidance. Where a dispute cannot be resolved among the authors, the journal may refer the matter to the relevant institution or institutions for investigation.

The journal does not act as an arbitrator in disputes concerning individual contributions or authorship eligibility. Editorial action will be based on the available evidence, applicable publication ethics principles, and, where appropriate, the findings of the relevant institution or institutions.

6. Authorship Disputes and Research Misconduct

Concerns regarding inappropriate authorship, including guest authorship, gift authorship, ghost authorship, or the exclusion of eligible contributors, will be assessed in accordance with the journal's publication ethics policies and relevant COPE guidance.

Where necessary, the journal may request supporting documentation, seek clarification from the authors, and contact the relevant institution or institutions for further investigation. Any editorial action will depend on the nature of the concern, the available evidence, the stage of the publication process, and the outcome of any relevant investigation.

The journal may take appropriate action in accordance with its publication ethics procedures, including suspending editorial processing or correcting the publication record when warranted.

7. Use of Artificial Intelligence

Artificial intelligence (AI) tools cannot be listed as authors because they cannot assume the responsibilities and accountability required of authors.

Authors who use generative AI tools in preparing or developing any part of a manuscript must comply with the journal's Generative AI Content Policy, including its requirements for transparent disclosure of AI use. Where applicable, such use must be described in the Methods or Acknowledgements section, in accordance with the journal's AI policy.

Human authors remain fully responsible for the accuracy, originality, integrity, appropriate attribution, and final content of their manuscripts, including material produced with AI assistance.
