Ownership Management
Ownership, Governance, and Journal Management
1. Ownership and Publisher
Jurnal Pemerintahan dan Politik (JPP) is owned and published by Universitas Indo Global Mandiri (UIGM), a private higher education institution. The journal is managed by the Department of Government Studies, Faculty of Government Studies and Culture (FIPB), UIGM, in collaboration with the Indonesian Association of Government Studies (KAPSIPI).
The journal is identified by print ISSN 2502-0900 and electronic ISSN 2502-2032 and uses the DOI prefix 10.36982 through its Crossref registration arrangements. JPP publishes four issues annually, in January, May, August, and November, and accepts scholarly contributions in English and Indonesian.
The journal's published articles are licensed under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) licence, subject to the journal's licensing policy and any applicable rights in third-party materials.
For editorial and administrative correspondence, the journal can be contacted at [email protected]. Its publisher is based in Palembang, South Sumatra, Indonesia.
2. Governance and Editorial Management
UIGM, as the owner and publisher, appoints the Editor-in-Chief, provides institutional and operational support, approves the journal's general policies, and respects the independence of editorial decision-making.
The Editor-in-Chief is responsible for the journal's scholarly content, editorial decisions, publication ethics, and overall editorial management. The Editor-in-Chief leads the editorial team and ensures that manuscripts are assessed fairly, transparently, and in accordance with the journal's scope, peer-review procedures, and publication ethics policies.
The editorial structure may include a Managing Editor, Section Editors or Associate Editors, a Book Review Editor, an Editorial Board, and a technical team. Their respective roles support manuscript processing, peer review, editorial quality, publication production, and the maintenance of the journal's online platform. Information about the current editorial personnel is available on the Editorial Team page.
The Editor-in-Chief serves a four-year term, renewable once. Other editorial appointments are for three-year terms and may be renewed. Appointments and renewals should be based on editorial needs, professional qualifications, performance, and the journal's governance requirements.
3. Editorial Independence and Conflicts of Interest
JPP maintains editorial independence in the assessment, review, and publication of scholarly work. Editorial decisions are based on scholarly merit, relevance to the journal's scope, methodological quality, originality, research integrity, and peer-review recommendations. Neither the publisher, collaborating partner, nor funders may improperly influence editorial decisions.
Editors are required to disclose relevant conflicts of interest annually and whenever a new conflict arises. Editors with a conflict relating to a submitted manuscript must recuse themselves from handling that manuscript, and an appropriately independent editor will be appointed where necessary.
Manuscripts submitted by UIGM staff, students, editorial personnel, or other individuals affiliated with the publisher receive no preferential treatment. Such submissions are assessed under the same editorial standards as other manuscripts and are subject to double-anonymous peer review. An editor who is an author or otherwise involved in a submission must not participate in its editorial assessment or decision-making.
The journal monitors the proportion of articles authored by individuals affiliated with UIGM and its editorial team to encourage a diverse authorship base and reduce the risk of undue institutional concentration.
4. Financing and Revenue Sources
JPP receives institutional and collaborative financial support from UIGM and KAPSIPI for its journal operations. The journal may charge an Article Publication Charge (APC), payable only after a manuscript has been formally accepted for publication, in accordance with the journal's published fee policy. Details of applicable charges and payment procedures are provided on the Author Fees page.
The journal does not carry advertising or sponsored content. Financial considerations, including institutional support and publication fees, do not determine editorial decisions or the acceptance or rejection of manuscripts.
5. Journal Operations and Quality Assurance
JPP uses Open Journal Systems (OJS) to manage submissions, peer review, editorial workflows, publication, and online access to its content. Initial manuscript screening is normally conducted within seven days. The journal aims to provide a first editorial decision in approximately seven days and to complete the publication decision process within one to three months, depending on manuscript quality, reviewer availability, revision requirements, and the responsiveness of authors.
The journal applies similarity screening to submitted manuscripts. Its stated threshold is a maximum overall similarity score of 20%, with no single matching source exceeding 1%. Similarity reports are interpreted by editors in context; a numerical score alone does not establish plagiarism or determine the editorial outcome.
JPP registers article DOIs through Crossref in accordance with its DOI registration arrangements. The journal also seeks to maintain the long-term accessibility of its published content through digital archiving and preservation arrangements. Specific services, including the PKP Preservation Network, LOCKSS, university servers, and relevant national scholarly platforms, are identified as preservation or dissemination channels only to the extent that their participation, configuration, or inclusion has been verified.
The journal is listed or indexed in DOAJ, SINTA, Garuda, and Google Scholar, subject to the current status of each service. Editorial, peer-review, and publication records are handled confidentially and retained for at least five years, subject to applicable legal requirements and institutional record-management policies.
JPP reviews its policies and operational procedures at least once every two years, or sooner when changes in publication ethics, scholarly publishing standards, technical infrastructure, or institutional requirements make a review necessary.
6. Complaints and Accountability
Complaints concerning editorial decisions, journal management, publication ethics, conflicts of interest, or other aspects of the journal's operations may be submitted to the Editor-in-Chief through the journal website or by email to [email protected].
The journal aims to acknowledge complaints within seven working days and provide a substantive response within 30 days. If a complaint cannot be resolved through the journal's internal procedures, the journal may seek independent advice or refer the matter to an appropriate external body, including the Committee on Publication Ethics (COPE), where applicable.
Complaints are assessed fairly and confidentially, and individuals raising concerns in good faith must not be subjected to retaliation. Where a complaint concerns the Editor-in-Chief or another person responsible for handling it, the publisher will arrange for an appropriately independent person to assess the matter.
