Purpose: This study aims to evaluate the challenges and successes of the “LELADI SESAMI” program (Mobile Population Administration Services Every Saturday and Sunday) in Madiun Regency using the CIPP model (Context, Input, Process, Product).
Design/methodology/approach: This study employs a descriptive qualitative approach through interviews, observations, and documentation to examine program needs, resource availability, implementation processes, and service outcomes.
Findings: The findings indicate that the “LELADI SESAMI” program addresses community needs and is supported by available personnel, operational funding, and service equipment. However, implementation still faces challenges, including limited facilities for people waiting in queues, schedule adjustments through Wednesday services (Reboan), and variations in service locations. The number of services decreased from 7,729 in 2024 to 6,839 in 2025, despite an increase in activities from 40 to 42. Meanwhile, the request by desa mechanism helps bring services closer to communities according to local needs.
Practical Implication: The findings can inform the Madiun Regency Population and Civil Registration Office in improving service facilities, reviewing service schedules and locations, and strengthening program performance monitoring.
Originality/value: This study evaluates a population administration service innovation through the four CIPP dimensions, highlighting schedule adjustments, village-based service requests, and changes in service outcomes.
