Abstract

Purpose: This study aims to analyze how a governance network accelerates the control of HIV/AIDS, tuberculosis (TB), and malaria in Serang City during 2023–2025, using Klijn and Koppenjan’s (2012) four indicators: actors, interdependency, and frames; interactions and complexity; institutional features; and network management.

Methodology: This qualitative instrumental case study collected data through semi-structured interviews with purposively selected informants from government, professional, academic, private-sector, philanthropic, community, and media actors, supplemented by documents, observation, and audiovisual materials. Source and technique triangulation supported validity, and analysis followed four case study stages.

Findings: Cross-sector collaboration has formed a network with clear roles and mutual, though asymmetrical, interdependence, with local government as the core actor. Formal and informal coordination broadened service reach and coincided with improved outcomes. However, the network remains strongly government-centered: private-sector participation is limited and incidental, resources are constrained, stigma hampers outreach, and institutional arrangements for malaria are less developed than those for HIV/AIDS and TB.

Practical implications: The ATM Acceleration Team is advised to coordinate a cross-sector campaign against stigma and for case finding. Medically validated messages would be disseminated through the media and by cadres, community organizations, and peer supporters, with screening extended to partner workplaces. Unlike current conditions (inconsistent forum attendance, incidental private-sector support, a 78.38% budget cut), this approach builds on existing institutions but requires fixed representatives, formal private-sector agreements, and non-regional funding.

Originality: The article analyzes three diseases within one city-level network, a rarely studied combination, and shows that a health problem’s characteristics shape governance network forms.
