Purpose: This study aims to examine how participation, deliberation, and representation are conceptualized and implemented within Indonesia's Disaster-Resilient Village Program (Destana) from a deliberative governance perspective.
Design/methodology/approach: This study employed a Systematic Literature Review (SLR) using the PRISMA framework. Relevant articles were retrieved from the Scopus database using predetermined inclusion and exclusion criteria. A total of 32 articles were selected and analyzed through thematic coding supported by NVivo software.
Findings: The findings reveal that participation is the most dominant dimension in Indonesia's disaster governance literature, particularly regarding sustainability of participation and community involvement in planning processes. In contrast, deliberation processes and representation receive relatively limited attention. The review also identifies persistent challenges, including pseudo-participation, limited equality among actors, and inadequate representation of vulnerable groups in disaster decision-making processes.
Practical Implication: The findings suggest that policymakers and disaster management practitioners should strengthen inclusive deliberative mechanisms by expanding public participation, enhancing representation of vulnerable groups, and promoting substantive dialogue in disaster governance..
Originality/value: This study contributes to the disaster governance literature by integrating participation, deliberation, and representation within a deliberative governance framework to analyze Indonesia's Disaster-Resilient Village Program. The study offers a comprehensive understanding of the current state of deliberative governance in community-based disaster management.
